Good news for the ballot printing business in July. On July 10th, we welcomed our esteemed Ugandan guests. The election expert accompanied the client throughout the inspection of our printing factory, equipment workshop, raw material area, and sample room, and arranged urgent sampling. On the day of the inspection, election experts made sample ballot papers according to the client's needs.
Uganda's ballot paper printing is highly valued this year. This year is Uganda's election year, and the Election Commission plans to launch a nationwide voter registration update in January 2025, while simultaneously procuring ballot printing services. The total budget for the 2025/2026 election is expected to be around $20 million, with a significant proportion allocated to ballot printing and security measures. The official website of the Uganda Election Commission explicitly requires bidding suppliers to possess certain important qualifications in order to prevent unexpected election incidents. Both domestic and global printing companies have opportunities for cooperation.
2. Basic layout requirements for Uganda ballot printing
Ugandan ballot paper is an important tool used by voters in their election process. Depending on the type of election, there may be some differences, and ballot paper usually has the following characteristics:
(1) Candidate Information Column: The first column lists the full name of the candidate in alphabetical order.
(2) Candidate photo column: The second column contains color photos of candidates, but candidates' photos are usually not included on the ballots of directly elected county/town council members and female council members.
(3) Party and Logo Column: The third column displays the name and logo of the candidate's political party, while independent candidates without party affiliation display their personal logo.
(4) Voting marker column: The fourth column is the area where voters check or fingerprint, indicating their choice.
3. Difficulties faced by Uganda ballot printing customers
(1) Information integrity and operational convenience: The surge in the number of political parties has led to the complexity of voting, requiring a balance between displaying all candidate information and avoiding voter fatigue.
(2) Cost and safety. The improvement of anti-counterfeiting technology may increase printing costs (such as Kenya's 2022 ballot prices rising by 30% due to security upgrades), while Uganda, as a low-income country, needs to achieve anti-counterfeiting goals within a limited budget.
(3) Adaptation to special groups. For visually impaired voters, the ballot may be accompanied by Braille templates or tactile markers to ensure their independent completion of voting. In addition, the voting language is mainly English, with consideration given to local languages such as Luganda, to cover voters from different cultural backgrounds.
4. Solution for Uganda's ballot printing election experts
(1) Presentation of candidate information layout. The ballot adopts a multi column layout, with the first column listing the full name of the candidate in alphabetical order, and the second column attaching a color photo of the candidate (although direct election county/town council and female councilor ballots usually do not have photos). The third column indicates the name and logo of the candidate's political party, while independent candidates display their personal logo. Voters complete their voting through the checkbox or fingerprint area in the fourth column.
(2) Size adjustment and number of political parties. The initial size of the ballot for 2025 is 50 x 70 centimeters, which can accommodate 23 political parties. However, as the current number of registered political parties has reached 42, the ballot may need to be expanded to 1 meter to accommodate all candidate information. This adjustment aims to balance the integrity of information with the convenience of voter operation, and avoid misvoting caused by overcrowded ticket numbers.
(3) In terms of security, although the Uganda Election Commission (ECU) has not disclosed the specific anti-counterfeiting technology for the 2025 ballots, it may include the following measures based on common practices in African countries:
-Watermark and UV marking: Ballot paper may have embedded invisible watermarks or UV visible ECU logos, which need to be verified for authenticity under specific lighting conditions.
-Anti duplication technology: using special ink, when the ballot is copied or scanned, the word "COPY" will be displayed to prevent forgery.
-Paper Material: Customized anti-counterfeiting paper is used to enhance security through physical characteristics such as texture and thickness.
5. Uganda ballot printing order
The good news is that the customer has preliminarily confirmed their intention to cooperate. The prices of election experts, delivery speed, ballot printing solutions, sample quality, anti-counterfeiting design, and customer service are all top-notch in the industry. The design of Uganda's ballot paper is not only a technical issue, but also a concrete manifestation of democratic procedures. The vote adjustment for the 2025 general election is not only a response to the development of party politics, but also a continuous optimization of election transparency and inclusiveness.
